This guide walks through your two main options for local help: the State Health Insurance Assistance Program (SHIP), which is free and unbiased, and licensed insurance agencies, which can compare specific plans for you.

Option 1: SHIP — Free, Unbiased Counseling

North Carolina’s SHIP is called SHIIP (Seniors’ Health Insurance Information Program). It’s run through the North Carolina Department of Insurance, and its counselors are trained volunteers who do not sell insurance and do not earn commissions.
