Moreno Valley shoppers have a list of Medicare Advantage choices to sort through for 2027, and the lineup is set at the county level. Because Moreno Valley sits in Riverside County, the plans available here match the county's roster filed with the Centers for Medicare & Medicaid Services (CMS). That roster covers 68 Medicare Advantage plans from 18 carriers for the 2027 plan year, and every one of them includes drug coverage. The table below lists each plan by carrier, its plan type, and whether it includes Part D.
Key takeaways
- Riverside County — which includes Moreno Valley — has 68 Medicare Advantage plans from 18 carriers for 2027, and all of them include drug coverage.
- The lineup is dominated by HMO plans (72), with 15 HMO-POS plans and 4 PPO plans; 35 of the 91 are Special Needs Plans.
- The Annual Enrollment Period runs Oct. 15 through Dec. 7, and Medicare Advantage Open Enrollment runs Jan. 1 through March 31.
- Plan-level details like premiums, copays, networks and star ratings are not in this article — check the Medicare Plan Finder at medicare.gov or the plan's own documents.
How to read the roster
The plans in the table are grouped alphabetically by carrier and match the CMS MA Landscape Source File for plan year 2027. Each row shows the plan name exactly as CMS lists it, the plan type (HMO, HMO-POS or PPO, and whether it is a Special Needs Plan), and whether it includes Part D drug coverage.
A few things to keep in mind as you scan the list:
- HMO plans generally ask you to use in-network doctors and get referrals for specialists.
- HMO-POS ("point of service") plans work like HMOs but let you go out of network for certain services, usually at a higher cost.
- PPO plans give you more flexibility to see out-of-network providers, again usually at a higher share of cost.
- Special Needs Plans (SNPs) are limited to people who meet specific conditions: D-SNPs are for people with both Medicare and Medicaid, C-SNPs are for people with certain chronic conditions like diabetes or heart disease, and I-SNPs are for people living in an institution such as a nursing home.
Carriers offering Medicare Advantage in Riverside County for 2027
Nineteen carriers file plans in the county. In alphabetical order they are Aetna (CVS Health), Align Senior Care, Alignment Health Plan, Astiva Health, Blue Shield of California, Centene (WellCare), Central Health Medicare Plan, Champion Heath Plan, Clever Care Health Plan, Elevance Health (Anthem), Elite Health Plan, Humana, IEHP DualChoice, Imperial Health Plan of California, Kaiser Permanente, Molina Healthcare of California, SCAN Health Plan, UnitedHealthcare, and VillageHealth.
The number of plans per carrier varies widely. Alignment Health Plan files 15 plans in the county, SCAN Health Plan files 9, Humana 8, Champion Heath Plan and UnitedHealthcare each file 7, Aetna and Central Health Medicare Plan each file 6, and Centene (WellCare) files 5. Astiva Health, Clever Care Health Plan and Kaiser Permanente each file 4. Align Senior Care and Imperial Health Plan file 3 each. Blue Shield of California, Elevance Health (Anthem), Elite Health Plan, and Molina Healthcare of California each file 2, while IEHP DualChoice and VillageHealth each file 1.
Plan types in the 2027 lineup
Of the 91 plans, 72 are HMOs, 15 are HMO-POS, and 4 are PPOs. All of the PPOs in the county come from Humana. HMO-POS options come from Aetna, Champion Heath Plan, Elevance Health (Anthem), UnitedHealthcare and VillageHealth. Every other carrier files HMOs only.
Thirty-five of the 91 are Special Needs Plans. That's a big share, and it reflects how many California carriers now build separate plans for dual-eligible members, people with chronic conditions, and people in institutional care.
Drug coverage is built in
Every one of the 68 Medicare Advantage plans available in Riverside County for 2027 includes Part D drug coverage — these are known as MA-PD plans. There are no stand-alone Part D plans listed in this county's landscape file for 2027, so if you want drug coverage bundled with your Medicare Advantage plan, that's how the local lineup is set up.
A few program-level Part D facts worth knowing for 2027:
- The Part D out-of-pocket cap is $2,100 in 2026 ($2,400 in 2027) for the year.
- The maximum Part D deductible any plan can charge is $615 in 2026 ($700 in 2027).
- The old coverage gap ("donut hole") was eliminated in 2025; Part D now has three phases.
- The Medicare Prescription Payment Plan lets you spread your drug costs across the year in monthly payments instead of paying at the pharmacy counter.
Dates and deadlines to keep in mind
The Annual Enrollment Period runs from Oct. 15 through Dec. 7, 2026. That's when most people join, switch or drop a Medicare Advantage plan for 2027.
If you're already in a Medicare Advantage plan on Jan. 1, you get a second window — the Medicare Advantage Open Enrollment Period — from Jan. 1 through March 31. During that window you can switch to a different Medicare Advantage plan or return to Original Medicare (and add a stand-alone Part D plan if one is offered in your area).
Higher-income Medicare beneficiaries should also know that IRMAA surcharges on Part B and Part D premiums begin above $109,000 in income for a single filer in 2026.
Where to compare specific plans
Because CMS rules limit what news articles like this can say about individual plans — no premiums, copays, star ratings, benefits or rankings — the fair thing to do is point you to the tools built for side-by-side comparisons:
- The Medicare Plan Finder at medicare.gov lets you enter your ZIP code and your prescriptions, and shows costs, benefits and star ratings for every plan in your area.
- 1-800-MEDICARE (TTY 1-877-486-2048) is staffed 24/7 for general questions.
- California's SHIP program — called HICAP (Health Insurance Counseling and Advocacy Program) — offers free one-on-one counseling from trained volunteers. You can find your local HICAP office through the California Department of Aging.
