OAKLAND, Calif. — Medicare Advantage members in Oakland will see a noticeably different lineup for the 2027 plan year. According to CMS's 2027 Medicare Advantage Landscape Source File, 10 plans offered in Alameda County this year will not return, five new plans are entering, and 10 plans are being renamed. Two carriers — Central Health Medicare Plan and Elevance Health (Anthem) — will not offer Medicare Advantage plans in the county next year.

Key takeaways

  • 10 Medicare Advantage plans in Alameda County (which includes Oakland) are leaving after 2026, 5 are new for 2027, and 10 are being renamed.
  • Two carriers — Central Health Medicare Plan and Elevance Health (Anthem) — will have no Medicare Advantage plans in the county next year.
  • If your plan is not renewed, you qualify for a Special Enrollment Period that runs through the end of February 2027 to pick a new plan or return to Original Medicare.
  • The Annual Enrollment Period runs October 15 through December 7; the Medicare Advantage Open Enrollment Period runs January 1 through March 31.

If you get an Annual Notice of Change (ANOC) in the mail this fall, that letter is doing important work. Here's how to read what's happening around Oakland and what steps to take before the deadlines.

What "leaving," "new" and "renamed" actually mean

Every year CMS publishes a file showing which Medicare Advantage plans will be offered in each county. Oakland is in Alameda County, where the 2027 file shows meaningful movement.

A rename by itself doesn't force you to do anything, but it can be easy to miss in a busy mailbox.

What to do if your plan is being discontinued

If your current plan is on the "leaving" list, your coverage does not simply disappear on January 1. Here's the sequence:

1. Read the ANOC and non-renewal letter. Carriers are required to send these by late September, and they will name your plan and explain that it is being discontinued. 2. Use your Special Enrollment Period. When a plan is not renewed, CMS grants an SEP that runs from December 8 through the last day of February 2027. You can use it to pick another Medicare Advantage plan or switch back to Original Medicare (and add a stand-alone Part D drug plan). 3. Don't wait for auto-enrollment. Some carriers will "crosswalk" members to a similar plan. That new plan may not include the same doctors or pharmacies, so treat any auto-assignment as a starting point, not a final answer.

What to do if your plan is "changing"

Beyond the leaving, new and renamed groups, 17 plans in Alameda County show a change on premium, deductible, plan type or name in the 2027 CMS file. The file tells us a change exists — it doesn't tell us in plain language what changed or by how much. Your ANOC does. Look for it in the mail (or your carrier's online portal) and compare the 2026 and 2027 columns side by side, especially for:

Good to know

Frequently asked questions

My Medicare Advantage plan in Oakland is being discontinued. Will I lose coverage on January 1?
No. Original Medicare (Part A and Part B) continues as long as you remain enrolled and pay any applicable Part B premium. What ends is that specific Medicare Advantage plan. You have a Special Enrollment Period through the end of February 2027 to pick another Medicare Advantage plan or move to Original Medicare with a stand-alone Part D plan.
My plan just got a new name. Do I have to re-enroll?
Usually no. A rename by itself does not require action from you — your enrollment carries over. But the ANOC may also list other changes (premium, deductible, network or drug list) that took effect at the same time, so read it before deciding to stay.
Two carriers are leaving Alameda County. Where can I see the full 2027 list?
The table on this page lists every Medicare Advantage plan offered in Alameda County for the coming plan year. You can also compare plans on medicare.gov's Plan Finder using your ZIP code and your list of prescriptions.
Who can help me decide, for free?
California's SHIP program — called HICAP (Health Insurance Counseling and Advocacy Program) — offers free, unbiased one-on-one counseling. You can also call 1-800-MEDICARE (1-800-633-4227), which is open 24/7. ## Where to go next **medicare.gov/plan-compare** to compare plans available at your Oakland ZIP code side by side. **1-800-MEDICARE** for questions about your enrollment, SEP eligibility or a non-renewal letter. **California HICAP** for free local counseling by phone or in person. The single most useful thing you can do this fall is open the ANOC when it arrives. Whether your plan is leaving, new, renamed or simply changing, that letter — plus a quick check on medicare.gov — is what turns a confusing mailbox into a clear decision.
