Oxnard, Calif. — Medicare's Annual Enrollment Period runs Oct. 15 through Dec. 7, and the plan lineup Ventura County residents can pick from is shifting. Federal filings show eight Medicare Advantage plans leaving the county after 2026, six new plans arriving for 2027, and 11 plans keeping their coverage under a new name. If you live in Oxnard and get a letter from your plan this fall, that letter is doing important work — here is how to read it.

Key takeaways

  • Eight Medicare Advantage plans are leaving Ventura County after 2026, and three carriers — Aetna (CVS Health), Centene (WellCare) and Central Health Medicare Plan — will not offer plans here next year.
  • If your plan is not renewing, you qualify for a Special Enrollment Period that runs through the end of February 2027, on top of the Oct. 15–Dec. 7 Annual Enrollment Period.
  • Eleven plans are being renamed (mostly under Alignment Health Plan); your coverage may continue, but the plan name on your card and paperwork will look different.
  • Read the Annual Notice of Change (ANOC) your carrier mailed in September — it spells out what is changing on your specific plan for 2027.

What's happening in Ventura County

Oxnard is in Ventura County, where Medicare Advantage availability is set by the federal Centers for Medicare & Medicaid Services (CMS). Comparing the 2026 and 2027 CMS Landscape files, the county's lineup is being reshaped in four ways at once: some plans are leaving, some are new, some are renamed, and some are continuing but changing on a detail like premium, deductible, plan type or name. The table on this page lists every plan available for the coming year.

Plans leaving after 2026

Eight plans will not return in 2027. If you are enrolled in one of them, your carrier is required to send a non-renewal notice, and you'll need to pick a new plan or return to Original Medicare.

The plans leaving are:

Three carriers — Aetna (CVS Health), Centene (WellCare) and Central Health Medicare Plan — will have no Medicare Advantage plans in the county next year.

Note: Elevance Health (Anthem) is filing a plan called Anthem Kidney Care (PPO C-SNP) for 2027 as well. The 2026 version is listed as leaving, and a 2027 version is listed as new; CMS treats them as separate plans. If this is your plan, check the ANOC and the new plan documents carefully.

New plans for 2027

Six plans are new to the county for 2027:

Several of these are Chronic Condition Special Needs Plans (C-SNPs), which are built for people who have specific conditions. If you are eligible, you can compare them on Medicare.gov's Plan Finder.

Plans that were renamed

Eleven plans are keeping their coverage in the county but changing names. All of the renames on the CMS list are Alignment Health Plan plans:

A rename by itself does not mean your benefits changed. But CMS also flags 14 plans in the county as "changing" on premium, deductible, type or name from one year to the next. Your Annual Notice of Change is the document that spells out exactly what is different — read it before Dec. 7.

What to do, step by step

1. Look for two envelopes. Your carrier sends an ANOC (Annual Notice of Change) in September, and, if your plan is not renewing, a separate non-renewal letter. 2. Check your prescriptions and doctors. Even continuing plans can change their drug list (formulary) and provider network each year. 3. Compare on Medicare.gov. The official Plan Finder shows every 2027 plan in your ZIP code and lets you enter your drugs. 4. Act during Annual Enrollment (Oct. 15–Dec. 7) if you want a new plan to start Jan. 1, 2027. 5. If your plan is leaving, you also get a Special Enrollment Period that runs through the end of February 2027 to pick a new Medicare Advantage plan or move back to Original Medicare (with a Part D plan). 6. Medicare Advantage Open Enrollment (Jan. 1–March 31) lets anyone already in a Medicare Advantage plan make one change during that window.

A few program facts worth knowing

Some rules that affect drug costs are program-wide, not plan-specific:

Frequently asked questions

My Medicare Advantage plan is leaving Oxnard. What happens to my coverage on Jan. 1?
If you do not pick a new plan, you will generally be returned to Original Medicare (Parts A and B), and you could go without Part D drug coverage. You have the Annual Enrollment Period (through Dec. 7) and a Special Enrollment Period that runs through the end of February 2027 to choose a new Medicare Advantage plan or a stand-alone Part D plan.
My plan's name changed but nothing else about the letter looks new. Do I have to do anything?
Not necessarily. A renamed plan can still cover you automatically. Still, read the Annual Notice of Change to confirm the drug list, provider network and cost-sharing for 2027 work for you. **What is the difference between the Annual Enrollment Period and Medicare Advantage Open
