PORTLAND, Ore. — If you have a Medicare Advantage plan in the Portland area, this fall's mail deserves a closer look than usual. According to CMS's 2027 Medicare Advantage Landscape Source File, 18 plans offered in Multnomah County this year will not be back in 2027, five new plans are being added, and seven others are being renamed. Three carriers — Blue Cross Blue Shield (HCSC), PacificSource Medicare, and Providence Medicare Advantage Plans — will not offer Medicare Advantage plans in the county next year.
Key takeaways
- 18 Medicare Advantage plans available in Multnomah County in 2026 will not renew for 2027, and three carriers are leaving the county entirely.
- If your plan is not renewing, you get a Special Enrollment Period that runs through the end of February to choose a new plan or return to Original Medicare.
- The Annual Enrollment Period runs October 15 through December 7 — that is when most people should compare options for 2027.
- Read the Annual Notice of Change (ANOC) that arrives by late September; 22 plans in the county are changing on premium, deductible, type or name.
That means thousands of Portland-area members will need to pick a new plan or move back to Original Medicare before coverage changes on January 1, 2027.

The plans that are not returning
If you are enrolled in any of the plans below, your coverage under that plan ends December 31, 2026. In alphabetical order by carrier, the plans leaving Multnomah County after 2026 are:

- Blue Cross Blue Shield (HCSC): HealthSpring Preferred (HMO); HealthSpring True Choice (PPO)
- Centene (WellCare): Wellcare Dual Access (HMO-POS D-SNP); Wellcare Dual Reserve (HMO-POS D-SNP); Wellcare Simple (HMO-POS); Wellcare Simple Open (PPO)

Seven plans are continuing under a new name — same plan, different label. If you see one of these on your paperwork, it is a rename, not a termination:

If your plan is leaving, here is what to do
1. Wait for the letter, then read it. Plans that are not renewing must send a non-renewal notice, usually in early October. Keep it — it triggers your Special Enrollment Period.
2. Know your two windows. You have two ways to make a change:
- Annual Enrollment Period (AEP): October 15 – December 7, 2026. Anyone can switch Medicare Advantage or Part D plans; the new coverage starts January 1.
- Special Enrollment Period (SEP) for a non-renewed plan: If your plan is one of the 18 leaving, you get an SEP that runs through the end of February 2027. You can pick a new Medicare Advantage plan or return to Original Medicare and add a stand-alone Part D drug plan.
3. Check your doctors and your drugs. Each Medicare Advantage plan has its own network and its own drug list. Before you pick, confirm your providers are in-network and your prescriptions are covered.
4. Consider Medigap if you go back to Original Medicare. In some cases, losing your Medicare Advantage plan can open a guaranteed-issue window for a Medicare Supplement (Medigap) policy. A SHIBA counselor can walk you through whether that applies to you.
If your plan is renamed or "changing"
A rename by itself is not a coverage change. But 22 plans in Multnomah County are flagged in CMS's file as changing on premium, deductible, type or name. The Annual Notice of Change (ANOC), which arrives by late September, spells out exactly what is different for your plan in 2027. Compare it side-by-side with your current Evidence of Coverage before deciding to stay put.
A few 2026 program facts worth knowing while you shop

- The Part D maximum deductible is $615 in 2026 ($700 in 2027).

- The Medicare Prescription Payment Plan lets you spread drug costs across the year in monthly installments if you choose.
- IRMAA surcharges begin above $109,000 in income for a single filer in 2026.
