El Paso, Texas — As the Annual Enrollment Period runs from October 15 through December 7, El Paso-area Medicare Advantage members are seeing one of the bigger year-to-year shake-ups in recent memory. According to CMS Medicare Advantage Landscape files comparing 2026 and 2027, 18 plans in El Paso County will not return next year, 16 new plans are launching, and 19 more are keeping their footprint but changing names.

Key takeaways

  • 18 Medicare Advantage plans are leaving El Paso County after 2026, 16 new plans are launching for 2027, and 19 are being renamed.
  • If your plan is not renewed, you get a Special Enrollment Period that runs through the end of February to pick a new plan.
  • The Annual Enrollment Period runs October 15 through December 7; changes made then take effect January 1, 2027.
  • In 2026, Part D has a $2,100 out-of-pocket cap and a maximum deductible of $615, and the coverage gap is gone. For 2027, the out-of-pocket cap is $2,400 and the maximum deductible is $700. For 2027, the out-of-pocket cap is $2,400 and the maximum deductible is $700.

If you have a Medicare Advantage plan in El Paso, that means there is a real chance your plan is on one of those lists — and that you need to open the Annual Notice of Change (ANOC) your carrier mailed in September.

What's leaving El Paso County after 2026

CMS lists 18 Medicare Advantage plans as non-renewing in El Paso County for 2027. The exiting plans span several carriers, including all six current Blue Cross Blue Shield (HCSC) Blue Cross Medicare Advantage plans (Balance, Basic, Core, Dual Care Plus, Optimum, and Preferred); four Centene (WellCare) plans (Wellcare Assist, Wellcare Dual Liberty, Wellcare Giveback, and Wellcare Simple Open); three Elevance Health (Anthem) plans (Wellpoint Dual Advantage, Wellpoint Dual Advantage 2, and Wellpoint Full Dual Advantage); three Humana plans (Humana Gold Choice H8145-084, Humana USAA Honor Giveback, and HumanaChoice H5216-353); and two UnitedHealthcare plans (UHC Complete Care Support TX-1A and UHC Dual Complete TX-S4).

If your current plan is on that list, your coverage will end December 31, 2026. Your carrier is required to send you a non-renewal notice explaining your options.

What's new for 2027

Sixteen plans are entering the El Paso County market for 2027. New plans include two from Aetna (CVS Health) — Aetna Medicare Chronic Care Total and Aetna Medicare QMB Only Care; HealthSpring TotalCare Plus from Blue Cross Blue Shield (HCSC); Wellcare Superior HealthPlan Dual Liberty and Wellcare Superior HealthPlan Dual Reserve Value from Centene (WellCare); two Devoted Health plans (DEVOTED C-SNP GIVEBACK EXTRAS 086 TX and DEVOTED GIVEBACK EXTRAS 113 TX); El Paso Health Medicare Align from El Paso Health Medicare Advantage; four Elevance Health (Anthem) Wellpoint plans (Chronic Care Advantage, Dual Advantage, Dual Advantage Plus, and Full Dual Advantage); Humana Gold Plus - Diabetes and Heart and Humana Together in Health from Humana; and UHC Complete Care Support TX-2A and UHC Dual Complete TX-S4 from UnitedHealthcare.

Several of the new plans are Special Needs Plans (SNPs) — for people who are dual-eligible for Medicare and Medicaid, or who have specific chronic conditions like diabetes or heart disease. You must qualify to enroll in a SNP.

Renamed plans — same plan, new label

Nineteen plans are keeping their coverage in El Paso County but changing names. That is a big number, and it can be confusing when you compare last year's paperwork to this year's.

A few examples: Aetna Medicare Dual Care (HMO D-SNP) is now Aetna Medicare Full Dual Care (HMO D-SNP); Alignment Health smartHMO is now Alignment Health Smart 003; Wellcare Dual Access is now Wellcare Superior HealthPlan Dual Access; and UHC Medicare Advantage TX-0030 is now AARP Medicare Advantage from UHC TX-61. The full list is in the table below.

A rename by itself is not a reason to switch. But CMS also flags 29 plans as "changing" on premium, deductible, plan type, or name — the specifics of what changed for your plan are in your ANOC.

What El Paso members should do this fall

El Paso is in El Paso County, where 12 carriers will offer 70 Medicare Advantage plans in 2027. The table on this page lists every plan by carrier.

Here is a simple checklist:

1. Find your ANOC. Your carrier mailed it by the end of September. It shows any changes to your plan for 2027 — premium, deductible, copays, drug list, network, or name. 2. Check whether your plan is leaving. If it is on the non-renewal list above, you have two windows: the Annual Enrollment Period (October 15 – December 7) and a Special Enrollment Period that runs through the end of February 2027 for people whose plan was not renewed. 3. If nothing is changing, you do not have to do anything. Most continuing plans (54 in El Paso County) will auto-renew on January 1. 4. Compare on medicare.gov. The Plan Finder tool lets you enter your ZIP code and your prescriptions to see what fits. 5. Use the Medicare Advantage Open Enrollment Period as a backup. From January 1 through March 31, you can switch Medicare Advantage plans one time, or move back to Original Medicare.

A note on Part D for 2027

Even if your plan name is not changing, your prescription drug coverage is working under updated rules. For 2027, the Part D out-of-pocket cap is $2,400, and the maximum Part D deductible is $700. The old coverage gap ("donut hole") has been gone since 2025 — Part D now has three phases instead of four. If your drug costs are uneven month to month, you can ask your plan about the Medicare Prescription Payment Plan, which spreads what you owe across the year at no extra charge.

Higher-income enrollees should also know that IRMAA surcharges on Part B and Part D begin above $109,000 in income for single filers in 2026.

“Changing” means the plan’s 2027 record differs from 2026 on premium, drug deductible, plan type or name; the details are in the Annual Notice of Change your plan mails by September 30. If your plan is not offered for 2027, you can choose another during the Annual Enrollment Period (October 15 to December 7) and you also get a Special Enrollment Period that runs through the end of February. Frequently asked questions

What happens if my Medicare Advantage plan is not being renewed in 2027?
Your carrier must send you a non-renewal notice. You can pick a new Medicare Advantage plan or return to Original Medicare during the Annual Enrollment Period (October 15 – December 7), and you also get a Special Enrollment Period that runs through the end of February 2027. If you do nothing, your Medicare Advantage coverage ends December 31, 2026, and you go back to Original Medicare without a drug plan.
My plan just has a new name for 2027 — do I need to switch?
No. A rename by itself does not require any action, and your coverage will continue on January 1. But CMS also flags plans as "changing" when the premium, deductible, plan type, or name is different from last year — 29 El Paso County plans fall in that group. Read your Annual Notice of Change to see exactly what is different for your plan.
Can I change plans after December 7?
Yes, in two situations. If you are already in a Medicare Advantage plan, the Medicare Advantage Open Enrollment Period (January 1 – March 31) lets you switch to another Medicare Advantage plan once, or move back to Original Medicare. And if your plan was not renewed, you have a Special Enrollment Period through the end of February.
How do I know if I qualify for one of the new Special Needs Plans?
Special Needs Plans (SNPs) are limited to specific groups: people who have both Medicare and Medicaid (D-SNP), people with certain chronic conditions like diabetes or heart disease (C-SNP), or people who live in a nursing home or need that
