How Fredericksburg Handles Medicare Advantage Do-Overs
FREDERICKSBURG, Va. — The calendar just flipped into the one stretch of the year built specifically for Medicare Advantage members who want a do-over. From January 1 through March 31, the Medicare Advantage Open Enrollment Period gives people already enrolled in an Advantage plan a chance to make one change if their current coverage isn't fitting the way they expected.

Key takeaways
- The Medicare Advantage Open Enrollment Period runs January 1 through March 31 and is only for people already in a Medicare Advantage plan.
- During this window you can switch to a different Medicare Advantage plan or drop your Advantage plan and return to Original Medicare, with the option to add a stand-alone Part D plan.
- You can only make one change during this period, and it takes effect the first day of the month after the plan gets your request.
- For personalized help in Fredericksburg, contact Virginia Insurance Counseling and Assistance Program (VICAP), Virginia's SHIP, or call 1-800-MEDICARE.
If the fall Annual Enrollment Period felt rushed, or a new prescription, a new doctor, or a new diagnosis has changed what you need from a plan, this is your window to adjust.
Who this window is for
The Medicare Advantage Open Enrollment Period, sometimes called MA-OEP, is not the same as the fall Annual Enrollment Period. The fall window (October 15 – December 7) is open to everyone with Medicare. This spring window is narrower — it's only for people who were already enrolled in a Medicare Advantage plan as of January 1.
If you are still on Original Medicare and didn't join an Advantage plan in the fall, you generally cannot use this window to sign up for one. You'd need to wait for the next Annual Enrollment Period or qualify for a Special Enrollment Period.
What changes you can make
Between January 1 and March 31, you can:
- Switch from one Medicare Advantage plan to another Medicare Advantage plan.
- Drop your Medicare Advantage plan and go back to Original Medicare (Parts A and B).
- If you return to Original Medicare, join a stand-alone Part D prescription drug plan.
You can only make one change during this window. Once you use it, that's it until the next enrollment period. Your new coverage begins the first day of the month after your new plan receives your enrollment request, according to CMS guidance on medicare.gov.
What you cannot do in this window
This period is intentionally limited. You cannot use it to:
- Join a Medicare Advantage plan for the first time if you're on Original Medicare.
- Switch from one stand-alone Part D drug plan to another (if you're on Original Medicare with just a Part D plan).
- Add or drop a Medigap (Medicare Supplement) policy on a guaranteed-issue basis — Medigap has its own rules, and medical underwriting may apply outside your initial enrollment.
If any of those situations apply to you, call 1-800-MEDICARE or your local SHIP before assuming you're stuck. A Special Enrollment Period sometimes fits — for example, if you moved, lost other coverage, or qualify for Extra Help.
Why this matters more in 2027
A few program-level changes make it worth double-checking whether your current plan still lines up with your needs:
- The Part D out-of-pocket cap is $2,100 for 2026. Once your covered drug spending hits that amount, you pay $0 for covered Part D drugs the rest of the year.
- The Part D maximum deductible is $615.
- The old coverage gap (the "donut hole") has been eliminated as of 2025, so Part D now has three phases instead of four.
- The Medicare Prescription Payment Plan lets you spread your out-of-pocket drug costs across the calendar year in monthly installments instead of paying at the pharmacy counter. It's optional and free to opt into.
- IRMAA surcharges — the higher-income adjustments to Part B and Part D premiums — begin above $109,000 in income for a single filer in 2026.
If your prescriptions or income changed recently, those figures can affect which type of coverage makes the most sense.
The Fredericksburg picture
Fredericksburg sits inside Fredericksburg City, which is its own county-equivalent for Medicare purposes. Medicare Advantage and Part D plan availability is set at the county level, so the menu of options a Fredericksburg resident sees is tied to Fredericksburg City. Nearby residents in Spotsylvania County or Stafford County may see a different lineup.
You can compare what's offered in your specific ZIP code by using the Plan Finder at medicare.gov/plan-compare, which pulls current-year plan data directly from CMS.
How to make a change without making a mistake
A few practical steps before you switch:
1. Pull out your current plan's Annual Notice of Change (mailed this fall) and note what changes for 2027. 2. List your prescriptions, dosages, and preferred pharmacies. 3. List your doctors and any specialists you want to keep. Check whether they are in-network on any plan you're considering. 4. Think about whether you travel often — network rules matter. 5. Only after that, compare plans on medicare.gov or with a licensed, unbiased counselor.
Free, one-on-one help is available. Virginia's State Health Insurance Assistance Program is called VICAP (Virginia Insurance Counseling and Assistance Program), and its counselors don't sell insurance — they explain your options.
