Medicare Part D
Bear, DE: Medicare's Jan.–March 2027 Window
BEAR, Del. — Starting January 1, people already enrolled in a Medicare Advantage plan enter a second, quieter enrollment window that runs through March 31. It's called the Medicare Advantage Open Enrollment Period (MA-OEP), and for Bear residents who signed up during the fall rush and are now second-guessing that choice, it can be a valuable reset — if you understand exactly what it does and does not allow.

- The Medicare Advantage Open Enrollment Period runs January 1 through March 31 and lets people already in a Medicare Advantage plan on January 1 make one plan change.
- Any change made during this window takes effect on the first day of the month after the plan gets the request.
- This period is not for new enrollees switching from Original Medicare or joining Medicare Advantage for the first time; those people should use their Initial Enrollment Period instead.
- If drug costs are high early in the year, people can ask their Part D plan about spreading out-of-pocket drug costs into monthly payments through the Medicare Prescription Payment Plan.
Here's what the MA-OEP actually covers, and the common mistakes to sidestep.
What the MA-OEP is — and who it's for
The Medicare Advantage Open Enrollment Period runs January 1 through March 31 each year. It is only for people who are already enrolled in a Medicare Advantage plan on January 1.
During this window, you can:
- Switch from one Medicare Advantage plan to a different Medicare Advantage plan.
- Drop your Medicare Advantage plan and return to Original Medicare (Parts A and B), and add a stand-alone Part D drug plan if you want prescription coverage.
You can only make one change during this period, and it takes effect the first of the month after the plan receives your request.
What you cannot do in this window
This is where mistakes happen. The MA-OEP is not a do-over for everyone.
- If you have Original Medicare on January 1, you cannot use this window to jump into a Medicare Advantage plan.
- You cannot use it to join or switch a stand-alone Part D plan unless you're also leaving Medicare Advantage.
- Medigap (Medicare Supplement) policies have their own rules. Leaving Medicare Advantage does not automatically guarantee you a Medigap plan at the best rate — in most states, insurers can medically underwrite you outside your initial guaranteed-issue window. Check before you drop coverage.
The main Annual Enrollment Period (October 15 – December 7) is the wide-open window; MA-OEP is a narrower cleanup period.
Why 2027 makes this window worth a second look
A few program-level changes are worth knowing as you weigh a switch:
- Part D out-of-pocket cap: $2,100 in 2026 and $2,400 in 2027. Once your out-of-pocket spending on covered drugs hits that ceiling, you pay nothing more for covered drugs for the rest of the calendar year.
- Part D deductible cap: $615 for 2026 and $700 for 2027 (plans can set a lower deductible, but not higher).
- The "donut hole" is gone. As of 2025, Part D has three phases — deductible, initial coverage, and catastrophic — not four.
- Medicare Prescription Payment Plan. This optional program lets you spread your drug costs across the calendar year in monthly bills instead of paying big amounts at the pharmacy counter. You can opt in through your drug plan.
- IRMAA. Higher-income enrollees pay income-related surcharges on Parts B and D. For 2026, single filers with modified adjusted gross income above $109,000 (based on 2024 taxes) pay more.
If your January statements, formulary, or provider network are not what you expected, MA-OEP gives you a legitimate way to correct course.
What's available around Bear
Bear is in New Castle County, where Medicare Advantage and Part D availability is set at the county level by CMS. That means the menu of plans in Bear is the same as the menu in Newark, Wilmington, or Middletown — availability is not city-specific.
To see the Medicare Advantage and stand-alone Part D plans offered in New Castle County for 2027, use the Plan Finder at medicare.gov, which is updated directly from CMS filings. Your current plan's 2027 details are also in the Annual Notice of Change it sent this fall.
Common mistakes to avoid
- Assuming your doctor is still in-network. Networks can change January 1. Confirm before you use services.
- Not checking the new drug formulary. A medication that was covered last year may be tiered differently, or require prior authorization.
- Dropping Medicare Advantage without a Part D plan. If you return to Original Medicare and skip drug coverage, you may face a late-enrollment penalty later.
- Waiting until March 30. Changes take effect the first of the following month, and paperwork takes time. Move earlier if you can.
- Believing marketing calls that promise "extra benefits." Anything you decide should be based on your own doctors, drugs, and budget — not a phone pitch.
Quick FAQ
Q: I turned 65 in February and just enrolled in Original Medicare. Can I use MA-OEP to join a Medicare Advantage plan? No. This window is only for people already in a Medicare Advantage plan on January 1. You would use your Initial Enrollment Period around your 65th birthday instead.
Q: I switched plans in December during the fall enrollment. Can I switch again in February? Yes, once. If you're in a Medicare Advantage plan on January 1, you get one change during MA-OEP.
Q: Does leaving Medicare Advantage let me buy any Medigap policy I want? Not automatically. Delaware's rules for guaranteed-issue Medigap are limited. Call the Delaware SHIP before you drop coverage to understand your options.
Q: If my drug costs are high early in the year, what helps? Ask your Part D plan about the Medicare Prescription Payment Plan, which spreads your out-of-pocket drug costs into monthly installments across the year.
