TUCSON, Ariz. — Fall 2026 is choosing season for Medicare, and the window to pick 2027 coverage closes December 7, 2026. In Pima County, the county Tucson sits in, the lineup looks a little different next year: 88 Medicare Advantage plans from 15 carriers, up from 82 plans and 14 carriers this year, according to the CMS Medicare Advantage Landscape files. Twenty plans are new for 2027, 14 are not returning, and a handful have been renamed. Whether your current plan is one of them or not, here is a plain, step-by-step way to compare what is on offer before the deadline.
What's on the table in Pima County for 2027
Tucson is in Pima County, where CMS has approved 88 Medicare Advantage plans for 2027. All 88 include prescription drug coverage. By plan type, the county's 2027 lineup breaks down as:
- HMO: 47 plans
- HMO-POS: 21 plans
- PPO: 20 plans
Special Needs Plans (SNPs) — plans built for people with a specific condition, people who have both Medicare and Medicaid, or people living in a nursing home — add up to 36 options: 24 Chronic Condition SNPs (C-SNPs), 7 Dual-Eligible SNPs (D-SNPs) and 5 Institutional SNPs (I-SNPs).
The 15 carriers selling plans in Pima County for 2027, in alphabetical order, are Aetna (CVS Health), Alignment Health Plan, Banner Medicare Advantage, Blue Cross Blue Shield (HCSC), Blue Cross Blue Shield of Arizona, Centene (WellCare), Devoted Health, Elevance Health (Anthem), eternalHealth, Gold Kidney Health Plan, Humana, Mercy Care Advantage, SCAN Health Plan, UnitedHealthcare, and Verda Health Plan of Arizona. What's new, what's leaving, what's renamed
Three numbers to keep in mind when you shop:
- 20 plans are new for 2027 in Pima County.
- 14 plans are not returning in 2027. If yours is one of them, you will get a non-renewal letter and have a Special Enrollment Period, but it is still simpler to pick a replacement during AEP.
- A smaller group of plans have been renamed but kept running. The name is different; the Evidence of Coverage will tell you what else changed.
If you do nothing and your plan is still offered next year, it renews automatically on January 1, 2027 — with whatever changes its ANOC describes.
Program changes that affect every plan in 2027
Even if your plan name stays the same, Medicare's drug rules shift next year. CMS has confirmed:
- The Part D out-of-pocket cap rises to $2,400 in 2027 (it is $2,100 in 2026). Once your out-of-pocket spending on covered drugs hits that cap, you pay $0 for covered drugs the rest of the year.
- The Part D maximum deductible is $700 in 2027 (it is $615 in 2026). Plans can set a lower deductible, but not higher.
- The Medicare Prescription Payment Plan — the option to spread drug costs across the year in monthly bills — continues.
The 2027 Part B standard premium and deductible, and the IRMAA income brackets that add surcharges for higher incomes, have not been announced yet. CMS normally releases those figures in the fall, usually November. We will not estimate them here.
A step-by-step way to compare plans
With 88 options in the county, do not try to read 88 brochures. Narrow the field with these steps, in this order.
1. Open your Annual Notice of Change (ANOC). Your current plan mailed or posted it by late September. It lists, side by side, what is changing for 2027: premium, deductible, copays, drug tier changes, extra benefits added or dropped, and whether your plan is still being offered. If nothing in it bothers you, you may be done.
2. List what you actually use. Write down your doctors and the hospital you prefer, every prescription you take (name, dose, how often), and the pharmacy you use. This list is the input for every comparison tool.
3. Go to the Medicare Plan Finder at medicare.gov. Enter your ZIP code and your drug list. The tool will show every Medicare Advantage plan in Pima County, with each plan's estimated yearly drug cost based on your prescriptions and chosen pharmacy. You can filter by plan type (HMO, HMO-POS, PPO) and by Special Needs Plan if that applies to you.
4. Check the provider network. The Plan Finder links to each plan's directory, but the surest step is to call your doctor's office and ask whether they are in-network for the specific plan name you are considering in 2027. Networks can change on January 1. Do the same for your preferred hospital — in Tucson that often means Banner – University Medical Center, TMC HealthCare or Northwest Healthcare, but confirm plan by plan.
5. Check the pharmacy network and drug tiers. A plan's "preferred" pharmacies usually have lower cost-sharing than its "standard" pharmacies. Running your drug list through the Plan Finder with your actual pharmacy chosen will catch this.
6. Look at Star Ratings as context, not a verdict. CMS rates plans on a 1-to-5 scale based on member experience and quality measures. Ratings are useful background; they are not a substitute for checking your own doctors and drugs.
7. If you qualify, consider a Special Needs Plan. D-SNPs are for people with both Medicare and Medicaid; C-SNPs are for people with specific chronic conditions (diabetes, heart conditions, kidney disease, lung conditions and more); I-SNPs are for people in a nursing home or needing nursing-home-level care. Pima County has 36 SNPs for 2027.
8. Call 1-800-MEDICARE (TTY 1-877-486-2048), 24/7, if you want to walk through a comparison with a representative, or to confirm anything the Plan Finder shows.
If you take no action
Nothing happens to a person who does nothing — your current plan renews on January 1, 2027, with the changes in its ANOC, as long as it is being offered. If it is one of the 14 plans not returning, Medicare will send a letter and you will get a Special Enrollment Period to pick a new plan. Even so, AEP is the simpler window: you can switch any Medicare Advantage plan for any other, or move back to Original Medicare, between October 15 and December 7, 2026. There is also a Medicare Advantage Open Enrollment Period, January 1 – March 31, 2027, if you are already in a Medicare Advantage plan and want one more chance to change.
