Key takeaways
- The Medicare Advantage Open Enrollment Period runs January 1 through March 31 and is only for people already enrolled in a Medicare Advantage plan on January 1.
- During this window you can switch to a different Medicare Advantage plan or drop your plan and return to Original Medicare, with a chance to add a stand-alone Part D drug plan.
- You can only make one change during this period, and it takes effect the first day of the month after the plan receives your request.
- People still on Original Medicare cannot use this window to join a Medicare Advantage plan for the first time.
This window is narrower than the fall Annual Enrollment Period, but for Rockford residents who feel stuck with a plan that is not the right fit, it can be the difference between waiting a full year and fixing things now.
Who this window is for
The January–March window is specifically for people who are already in a Medicare Advantage plan as of January 1. If your fall choice is not working — maybe your doctor is not in the network, your prescriptions cost more than you expected, or the plan just feels wrong — this is your opening to adjust.
If you are still on Original Medicare (Parts A and B) and did not join a Medicare Advantage plan during the fall, this is not your window. You would generally need to wait for the next Annual Enrollment Period (October 15 – December 7) unless you qualify for a Special Enrollment Period.
What you can actually change
Under Medicare's rules, during Jan. 1 – March 31 you may:
- Switch from one Medicare Advantage plan to another Medicare Advantage plan.
- Drop your Medicare Advantage plan and go back to Original Medicare.
- If you go back to Original Medicare, join a stand-alone Medicare Part D prescription drug plan.
What you cannot do in this window:
- Switch from Original Medicare to a Medicare Advantage plan for the first time.
- Join or switch a stand-alone Part D plan if you are staying on Original Medicare the whole time.
- Make more than one change. You get one move.
Your new coverage begins the first day of the month after the plan gets your enrollment request. So a change made in February typically starts March 1.
Why Rockford residents might use it
Rockford is in Winnebago County, which had a healthy number of Medicare Advantage plans available for 2026. If the plan you picked last fall is not clicking, there are other options to consider without waiting until fall — check your plan's ANOC and Medicare.gov's Plan Finder for the 2027 lineup.
Common reasons people revisit their choice in January or February:
- A favorite doctor or specialist turned out to be out of network.
- A prescription is on a higher tier than expected, or requires prior authorization.
- The plan's referral rules or service area do not match how you actually get care.
- You realized after the fact that Original Medicare plus a Medigap policy might suit you better.
That last one comes with a caveat worth knowing: outside your initial Medigap open enrollment or a guaranteed-issue situation, Medigap insurers in Illinois can use medical underwriting. Talk to a licensed Illinois broker or your local SHIP counselor before dropping Advantage coverage, so you understand whether a Medigap policy will be available to you.
A few Part D numbers to keep in mind
Whichever direction you go, some program-wide Part D figures apply:
- The Part D out-of-pocket cap is $2,100 in 2026 and $2,400 in 2027. Once your drug spending hits that amount, you pay nothing for covered Part D drugs for the rest of the year.
- The maximum Part D deductible is $615 in 2026 and $700 in 2027.
- The old "donut hole" coverage gap is gone as of 2025 — Part D now has three phases.
- The Medicare Prescription Payment Plan lets you spread your drug costs into monthly installments across the year if that helps with cash flow.
- IRMAA income surcharges for higher earners kick in above $109,000 for single filers in 2026.
These apply to Medicare drug coverage generally, whether it is bundled inside an Advantage plan or a stand-alone Part D plan.
How to make a change the right way
You do not need to cancel your old plan first. When you enroll in a new Medicare Advantage plan, your old one ends automatically. If you are returning to Original Medicare and want drug coverage, enrolling in a stand-alone Part D plan will also disenroll you from your Advantage plan.
Before you change:
- Check the new plan's provider network for your doctors and hospitals.
- Look up each of your prescriptions on the new plan's drug list.
- Confirm whether you need referrals or prior authorization for anything you use regularly.
- Compare the plan's rules for the pharmacies you actually use.
You can compare plans available in Winnebago County at Medicare.gov, or call 1-800-MEDICARE (TTY 1-877-486-2048), 24 hours a day, 7 days a week.
