BALTIMORE — When the Annual Enrollment Period opens on October 15, 2026, Baltimore residents shopping for 2027 Medicare Advantage coverage will see two plans on the Medicare Plan Finder that were not sold here this year. What the plan types mean
The two new plans use two different structures.
A PPO (Preferred Provider Organization) generally lets you see providers both in and out of network, though your share of the cost is usually lower in network. The CareFirst BlueCross BlueShield Advantage Signature plan is a PPO.
An HMO D-SNP is a Health Maintenance Organization that is also a Dual Eligible Special Needs Plan. D-SNPs are built for people who qualify for both Medicare and Medicaid, and they coordinate benefits between the two programs. The Johns Hopkins Advantage MD BMORE Balanced plan falls in this category. If you are not enrolled in Maryland Medicaid, a D-SNP is not available to you.
Both new plans include Part D prescription drug coverage.
How a brand-new plan is different from a renewing one
A plan that has been sold before carries a track record: CMS Star Ratings, published complaint data, and a history of formulary and network decisions you can look back on. A plan that is new for 2027 does not have that history yet. CMS assigns Star Ratings based on past performance, so a first-year plan simply has no rating to display. That is a neutral fact about how the rating system works — not a signal to choose it or avoid it.
What you can still check on a new plan is the same thing you check on any plan: the 2027 Summary of Benefits, the Evidence of Coverage, the provider directory, and the drug formulary. Those documents are published by the carrier and linked from the Medicare Plan Finder.
How to check a plan against your doctors and prescriptions
Before December 7, 2026, it is worth running any plan you are considering — new or renewing — through two checks:
1. Your doctors. Open the plan's provider directory on the carrier's website, or use the "Find care" feature on medicare.gov after selecting the plan. Confirm that each doctor, specialist and hospital you use is in network for 2027. Networks can change year to year. 2. Your prescriptions. On medicare.gov, enter your drug list, pharmacy and dosage. The Plan Finder will show whether each drug is on the plan's 2027 formulary, which tier it falls on, and what the plan's cost sharing looks like at your pharmacy.

A few 2027 numbers worth knowing
Some program-wide figures CMS has confirmed for 2027:
- The Part D out-of-pocket cap rises to $2,400 in 2027 (up from $2,100 in 2026).
- The Part D maximum deductible rises to $700 in 2027 (up from $615 in 2026).
- The Part D national base beneficiary premium is $41.33 for 2027 — this is a formula input used across the program, not the premium any specific plan charges.
The 2027 Part B standard premium, Part B deductible and IRMAA income brackets have not been published yet. CMS typically releases those later in the fall.
If you do nothing
Nothing happens automatically to a person who takes no action during the Annual Enrollment Period. Your current Medicare Advantage plan renews for 2027 as long as the carrier offers it next year.
