KANSAS CITY, Mo. — If you have a Medicare Advantage plan in the Kansas City area, this fall's mail is worth opening carefully. Kansas City sits in Jackson County, where CMS's 2027 plan-year files show a real shake-up: 11 plans are leaving the county, 12 new plans are coming in, and 16 continuing plans have been renamed. One carrier — Blue Cross Blue Shield (HCSC) — will not offer Medicare Advantage plans in Jackson County next year.

Key takeaways

  • Eleven Medicare Advantage plans in Jackson County will not be offered in 2027, and members of a non-renewing plan get a Special Enrollment Period that runs through Feb. 28, 2027.
  • Twelve new plans are being introduced in the county for 2027, and 16 continuing plans have been renamed — a new name alone doesn't mean the plan itself changed.
  • The Annual Enrollment Period runs Oct. 15 through Dec. 7, 2026; the Medicare Advantage Open Enrollment Period runs Jan. 1 through March 31, 2027.
  • Read your plan's Annual Notice of Change (ANOC) — it lists exactly what is changing for your plan next year.

Here is what that means, and what to do if your plan is on one of those lists.

Plans leaving Jackson County after 2026

Eleven Medicare Advantage plans available in Jackson County this year will not be offered in 2027. If you are enrolled in one of these, your carrier is required to send you a non-renewal notice this fall.

The plans leaving are:

Blue Cross Blue Shield (HCSC) is exiting the Medicare Advantage market in Jackson County — its three HealthSpring plans are all on the leaving list, and the carrier is not offering a replacement Medicare Advantage plan here.

One note on the Provider Partners list: the "Missouri Community Plan" and "Missouri Essential Plan" names appear as both leaving and new for 2027. In CMS's file, those plan IDs are ending and new ones with the same product names are starting; if you're a member, treat the notice you receive as the authority on what is happening to your specific plan.

New plans arriving for 2027

Twelve plans are joining Jackson County for 2027:

The table below lists every plan available in Jackson County for the coming year, including these new ones.

Renamed plans — same plan, new name

Sixteen plans that continue into 2027 are showing up under different names. A rename doesn't automatically mean anything about your coverage changed — you could keep the same doctors, network and card — but it can be confusing when the mail arrives. Notable renames include:

Several Humana plans (Essentials Plus Giveback, Value Choice, Total Complete Giveback) were also renamed to drop their contract numbers from the marketed name. Check your ANOC to see whether it's only the name that changed.

Plans that are "changing" — what that means, and doesn't

CMS's file also flags 20 plans in Jackson County as changing on some combination of premium, deductible, plan type or name from 2026 to 2027, while 37 plans continue with no flagged change. "Changing" is a technical marker, not a verdict — it does not mean your coverage got worse.

The specifics — what the premium is, what the deductible is, what the copays look like, whether your doctor is still in network — are in your plan's Annual Notice of Change (ANOC), which your carrier mails by late September. Read it side-by-side with the new Evidence of Coverage, and compare it against your actual prescriptions and providers.

What to do if your plan is leaving

If you are in one of the 11 non-renewing plans, you have two enrollment windows:

If you do nothing, you will generally be returned to Original Medicare on Jan. 1, which means you'll want to think about a Part D drug plan and whether a Medigap policy fits your situation.

Everyone else — whether your plan is renamed, flagged as changing, or continuing unchan
