Kansas City, Mo. — If you're shopping for a Medicare Advantage plan here for 2027, the choices come from eight insurance carriers, and each one offers a different mix of HMOs, PPOs and specialty plans. Kansas City sits in Jackson County, where Medicare plan availability is set, and the county's 2027 lineup includes 49 Medicare Advantage plans — every one of them bundles prescription drug coverage. The table below lists each plan by carrier, so you can see exactly what is on the menu before Annual Enrollment closes on Dec. 7.
Key takeaways
- Jackson County residents can choose from 49 Medicare Advantage plans for 2027, offered by eight carriers, and each plan includes Part D drug coverage.
- The lineup breaks down into 21 HMOs, 18 HMO-POS plans, 23 PPOs and 2 PFFS plans, with 28 of the 64 designed as Special Needs Plans (SNPs).
- No stand-alone Part D plans are listed as available in the county's Advantage roster, because every Advantage plan here already includes drug coverage.
- Annual Enrollment runs Oct. 15 through Dec. 7, and Medicare Advantage Open Enrollment runs Jan. 1 through March 31 for those who want to switch after the new year.
How the Kansas City lineup breaks down
Eight carriers offer Medicare Advantage plans in Jackson County for 2027: Aetna (CVS Health), American Health Advantage of Missouri, Centene (WellCare), Devoted Health, Humana, NHC Advantage, Provider Partners Health Plans and UnitedHealthcare. Blue Cross Blue Shield (HCSC) is not offering plans in the county for 2027.
Humana lists the largest number of plans in the county at 17, followed by UnitedHealthcare at 16 and Aetna at 8. Centene (WellCare) offers 6 plans, Devoted Health 7, Blue Cross Blue Shield (HCSC) and Provider Partners Health Plans 3 each, and American Health Advantage of Missouri and NHC Advantage 2 each. The full roster, with every plan name and its type, appears in the table below.
These figures come from the CMS Medicare Advantage Landscape Source File for plan year 2027, which lists availability at the county level.
Plan types you'll see on the list
Medicare Advantage plans come in a handful of formats, and Jackson County's roster includes four of them:
- HMO (Health Maintenance Organization): 21 plans. You typically pick a primary care doctor and use in-network providers.
- HMO-POS (HMO with a Point-of-Service option): 18 plans. Similar to an HMO, with limited out-of-network coverage for certain services.
- PPO (Preferred Provider Organization): 23 plans. More flexibility to see out-of-network providers, usually at higher cost.
- PFFS (Private Fee-for-Service): 2 plans. You can generally see any Medicare-approved provider who agrees to the plan's payment terms.
The type is listed next to each plan in the roster table, so you can filter by the style of coverage that fits how you already get care.
Special Needs Plans in the county
Of the 64 plans, 28 are Special Needs Plans (SNPs). SNPs are designed for people who fit a specific category:
- D-SNPs serve people with both Medicare and Medicaid (dual eligibles).
- C-SNPs serve people with certain chronic conditions.
- I-SNPs serve people who live in an institution such as a nursing home, or who need that level of care at home.
You have to qualify to enroll in a SNP. If you aren't sure whether you're eligible, medicare.gov or a Missouri SHIP counselor can walk through the rules with you.
Drug coverage is built in
Every Medicare Advantage plan on the 2027 Jackson County list includes Part D prescription drug coverage. That's why the area shows no stand-alone Part D plans on the Advantage landscape — with Advantage, drug coverage travels with the medical plan.
A few Part D rules to know for 2027:
- The Part D out-of-pocket cap is $2,100 in 2026 ($2,400 in 2027). Once your covered drug spending reaches that amount, you pay $0 for covered drugs the rest of the year.
- The Part D maximum deductible is $615 in 2026 ($700 in 2027) (plans can charge less).
- The old coverage gap, or "donut hole," was eliminated as of 2025. Part D now has three phases: deductible, initial coverage and catastrophic.
- The Medicare Prescription Payment Plan lets you spread your drug costs across the calendar year in monthly installments, if you'd rather smooth big pharmacy bills.
For higher earners, IRMAA surcharges on Part B and Part D start above $109,000 in income for a single filer in 2026.
How to use the table below
The table lists every 2027 Medicare Advantage plan available in Jackson County, grouped alphabetically by carrier, with its plan type and a note that it includes drug coverage. Use it as a starting point — a map of what's on the menu.
For anything beyond availability — premiums, deductibles, copays, provider networks, drug formularies or star ratings — go to the Medicare Plan Finder at medicare.gov, or read the plan's own "Summary of Benefits" and "Evidence of Coverage." Those are the official documents, and they're where the numbers that will actually apply to you live.
Dates to keep in mind
- Oct. 15 – Dec. 7: Medicare Annual Enrollment Period. You can join, switch or drop a Medicare Advantage or Part D plan for 2027 coverage that begins Jan. 1.
- Jan. 1 – March 31: Medicare Advantage Open Enrollment Period. If you're already in an Advantage plan on Jan. 1, you can make one switch — to a different Advantage plan or back to Original Medicare with a Part D plan.
