What Blue Shield of California offers statewide for 2027

Across California, Blue Shield of California's 2027 lineup includes 20 Medicare Advantage plans. All 20 are HMOs, and all 20 include Part D prescription drug coverage. Within that total, Blue Shield lists one Special Needs Plan: a D-SNP designed for people who have both Medicare and Medi-Cal. The carrier is not offering a Chronic Condition SNP (C-SNP) or an Institutional SNP (I-SNP) in California for 2027.

What is new or not returning

Five Blue Shield of California plans are new for 2027: three Blue Shield Advantage (HMO) entries and two Blue Shield Value Advantage Plan (HMO) entries, each tied to specific counties in the CMS file. In addition, the plan previously called Blue Shield TotalDual Plan (HMO D-SNP) has been renamed to Blue Shield Medicare + Medi-Cal Plan (HMO D-SNP) for 2027; it is the same contract and plan ID with a new name.

On the other side of the ledger, the CMS Landscape comparison between CY2026 and CY2027 shows zero Blue Shield of California plans not returning for 2027. If you are currently enrolled in a Blue Shield plan, you should still read the Annual Notice of Change (ANOC) your plan mails each fall, because premiums, cost sharing, drug formularies and provider networks can change from one year to the next even when the plan itself is continuing.
