According to the CMS Medicare Advantage Landscape Source Files for 2026 and 2027, those 66 new plans are part of 394 Medicare Advantage plans offered statewide for the 2027 plan year. They come from 13 carriers, and because Medicare Advantage is sold county by county, a plan on this statewide list may or may not be available where you live.

The new plans with the widest county reach
Reach varies a lot. Most new plans are being launched in a single county or a small handful. A few are debuting across a wider slice of the state.
The widest footprint among the 66 belongs to Imperial Flex (HMO C-SNP) from Imperial Health Plan of California, Inc., listed in 51 counties. Alignment Health Honor Plus 060 (HMO) from Alignment Health Plan is listed in 23 counties. Anthem Kidney Care (PPO C-SNP) from Elevance Health (Anthem) appears in 12 counties, and the same carrier's Anthem Chronic Care Advantage (PPO C-SNP) is listed in 8 counties.
Several carriers are introducing plans in roughly 9 counties: Aetna Medicare Eagle (HMO) from Aetna (CVS Health); one version of Wellcare Health Net Dual Align (HMO D-SNP) from Centene (WellCare); Champion Compass, Champion Home, and Champion Secure (all HMO C-SNP) from Champion Heath Plan; and one version of Humana Gold Plus H5619-191 (HMO) from Humana. SCAN Health Plan is launching the largest number of new plans (22), though most of its new offerings are concentrated in one to four counties each.
"Widest reach" simply means listed in the most California counties — it is not a comment on price, benefits, networks or quality.
What "new" means on paper
A new Medicare Advantage plan does not yet have a CMS Star Rating. Star Ratings are calculated from historical performance data, and a plan that did not exist in the prior year has not generated that data yet. That is a fact about the Star Ratings system, not a judgment about the plan.
The same point applies to member reviews and operational track record: there is less public history to draw on with a brand-new contract or plan ID than with one that has been running for several years. Some new plans are launched by carriers already operating other Medicare Advantage plans in California; others may be new entries from a given carrier. Either way, the day-to-day details — premiums, deductibles, copays, drug lists, provider networks, extra benefits — are set at the plan level and listed in each plan's Summary of Benefits and Evidence of Coverage.
Checking whether a new plan is sold in your county — and covers your doctors and prescriptions
Because Medicare Advantage availability is county by county, the single most important step is confirming that a plan on this list is offered where you live. The Medicare Plan Finder at Medicare.gov will show you only the plans available in your ZIP code once you enter it.
From there, three checks matter for any plan, new or not:
1. Doctors and hospitals. Look up each provider you want to keep in the plan's online directory, and call the office to confirm they will accept the specific plan in 2027. 2. Prescriptions. Enter each medication, dose and pharmacy into Plan Finder to see how the plan's formulary and preferred pharmacies handle it. 3. Plan type. The 66 new plans include HMO, HMO-POS, PPO, C-SNP (Chronic Condition Special Needs Plans) and D-SNP (Dual Eligible Special Needs Plans) designs. SNPs have eligibility rules — a C-SNP requires a qualifying chronic condition, and a D-SNP requires both Medicare and Medicaid (Medi-Cal in California).

What to do before December 7
The Annual Enrollment Period runs October 15 – December 7, 2026. A plan chosen during that window takes effect January 1, 2027. A practical sequence:
- Read the Annual Notice of Change your current plan mailed you, if you are already enrolled, so you know what is changing for 2027.
- Make a short list of your doctors, hospitals, pharmacies and medications.
- Run that list through the Medicare Plan Finder at Medicare.gov for your ZIP code and compare the plans actually available to you — including any of the 66 new ones that appear in your county.
- Confirm provider participation by calling each office directly.
- Enroll by December 7, 2026 for a January 1, 2027 effective date.
