The practical difference is history. A plan that has been in the market for years has:
- A Star Rating, which CMS updates each fall based on measures such as member experience, chronic condition care and customer service.
- A published provider network and formulary (drug list) that current members have used.
- Public complaint and disenrollment data.
A new-for-2027 plan does not yet have a Star Rating of its own. That is a program fact, not a red flag. It also is not a reason to pick a new plan — ratings are not meant to be used to steer you toward or away from a specific option. Treat it the way you would treat any new product: look at what it covers for you and verify the details in writing.
How to vet a new plan before Dec. 7
Three practical steps work the same whether a plan is brand new or decades old.
1. Check your doctors. Call each provider's office and ask whether they will be in-network for the specific plan name in 2027. Networks can change at the start of a plan year, so a yes for 2026 is not a yes for 2027. You can also use the plan's online provider directory, but a phone call is the most reliable confirmation.
2. Check your prescriptions. On medicare.gov, use the Plan Finder to enter each drug, the dose and the pharmacy you use. The tool shows whether the drug is on the plan's formulary for 2027, what tier it sits on and what you would pay. Formularies are updated each year.
3. Read the plan's materials. For any plan you are seriously considering, request the Summary of Benefits and the Evidence of Coverage. These documents, not advertisements, are the binding description of what the plan covers.
