69 New Medicare Advantage Plans in New York for 2027: The List
NEW YORK — For the 2027 plan year, 69 of the 224 Medicare Advantage plans offered in New York are new, meaning they are not available in 2026. The figures come from the Centers for Medicare & Medicaid Services (CMS) Medicare Advantage Landscape Source Files for 2026 and 2027. Availability is set county by county, so a plan that appears on the statewide list may or may not be sold where you live.

This article explains how many new plans are coming to New York, which carriers are introducing them, which ones have the widest county reach, and how to check whether any of them will be available at your address.
How many plans are new, and from which carriers
According to the CMS 2027 Landscape file, 69 Medicare Advantage plans in New York are new for 2027. The 11 carriers introducing them are:
- Aetna (CVS Health): 10 new plans
- Centene (WellCare): 4 new plans
- Devoted Health: 23 new plans
- Elevance Health (Anthem): 1 new plan
- EmblemHealth: 5 new plans
- Excellus Health Plan, Inc: 10 new plans
- Highmark Blue Cross Blue Shield or Highmark Blue Shield: 4 new plans
- Humana: 3 new plans
- Independent Health: 1 new plan
- MVP HEALTH CARE: 3 new plans
- UnitedHealthcare: 5 new plans
Devoted Health is adding the largest number of new plans in the state, followed by Aetna (CVS Health) and Excellus Health Plan, Inc. The complete, filterable list of all 69 plans appears in the tables on this page.
New plans with the widest county reach
Many of the 69 new plans are offered in just a handful of counties, but several reach a large share of New York. From the 2027 Landscape, the new plans with the broadest county footprint include:
- Wellcare Fidelis Dual Access (HMO D-SNP) from Centene (WellCare) — offered in 52 counties
- Wellcare Fidelis Dual Liberty Sync (HMO D-SNP) from Centene (WellCare) — offered in 52 counties
- Aetna Medicare Chronic Care Total (HMO C-SNP) from Aetna (CVS Health) — offered in 45 counties
- MVP Medicare Secure Plus Choice with Part D (PPO) from MVP HEALTH CARE — offered in 32 counties
- MVP Medicare WellValue with Part D (HMO-POS) from MVP HEALTH CARE — offered in 32 counties
- Humana Gold Plus SNP-DE H3533-036 (HMO D-SNP) from Humana — offered in 31 counties
- UHC Dual Complete NY-S002 (HMO-POS D-SNP) from UnitedHealthcare — offered in 26 counties
Several of the above are Dual-Eligible Special Needs Plans (D-SNP) or Chronic Condition Special Needs Plans (C-SNP), which have eligibility rules in addition to Medicare. For a plan-by-plan county breakdown, see the full tables on this page.
What "new" means
A new plan is one that CMS lists for 2027 but did not list for 2026. Because it has not been offered before, a new Medicare Advantage plan does not have a Star Rating assigned to it, and there is no prior-year track record to review. That is a factual limitation of a brand-new contract, not a judgment about the plan.
For details that are unique to each new plan — premium, drug deductible, cost sharing for office visits, extra benefits, in-network providers and pharmacies, and formulary — the authoritative sources are the Medicare Plan Finder at medicare.gov, 1-800-MEDICARE, and each plan's own Evidence of Coverage and provider and drug directories.
Checking whether a new plan is available in your county — and fits your care
Because Medicare Advantage availability is set county by county, the first step is to confirm whether a plan on the statewide list is sold in your county. You can do that at medicare.gov/plan-compare by entering your ZIP code, or by calling 1-800-MEDICARE (TTY 1-877-486-2048), which is available 24 hours a day, seven days a week.
Once you know a plan is available where you live, the next three questions are usually:
1. Are my doctors, hospitals and preferred pharmacies in the plan's network? Check the plan's provider directory and confirm directly with each provider's billing office. 2. Are my prescriptions on the plan's formulary, and at what tier? Check the plan's drug list for 2027. 3. Does the plan match my situation? Some of the new plans in New York are D-SNPs (for people with both Medicare and Medicaid) or C-SNPs (for people with specific chronic conditions), and those have separate eligibility rules.
The Evidence of Coverage, Summary of Benefits, and provider and pharmacy directories for each plan are the documents that spell this out for 2027.
What to do before December 7
The Annual Enrollment Period for 2027 coverage runs October 15 through December 7, 2026. Any Medicare Advantage or Part D choice you make during that window takes effect January 1, 2027. A simple checklist:
- Review your current plan's Annual Notice of Change (ANOC), which arrives in the fall and explains what is changing for 2027.
- List your doctors, hospitals, pharmacies and prescriptions, with dosages.
- Use the Medicare Plan Finder at medicare.gov to compare 2027 plans offered in your county, including any of the 69 new plans.
- Read the Summary of Benefits and Evidence of Coverage for any plan you are seriously considering.
- Decide before December 7, 2026.
If you miss December 7, there is a separate Medicare Advantage Open Enrollment Period from January 1 to March 31, 2027, with its own rules; details are at medicare.gov.
