Key takeaways
- 18 Medicare Advantage plans offered in Multnomah County in 2026 are not returning for 2027; the full list appears below.
- Your plan will mail a non-renewal (or "plan termination") notice by early October 2026 — keep it, because it proves you qualify for a Special Enrollment Period.
- If you do nothing, you return to Original Medicare on January 1, 2027, with no Part D drug coverage attached.
- The Special Enrollment Period for a non-renewed plan runs from December 8, 2026 through the end of February 2027, and you also have a federal guaranteed-issue right to buy certain Medigap policies.
PORTLAND, Ore. — If you opened your mailbox this fall and found a letter from your Medicare Advantage plan telling you it will not be offered in 2027, you are not alone. Based on the CMS Medicare Advantage Landscape files for 2026 and 2027, 18 Medicare Advantage plans sold this year in Multnomah County — the county Portland sits in — are not on the 2027 list. If one of them is yours, you have time, you have choices, and you have a special window to use them.
How to tell if your plan is ending
Insurers are required to send a written notice — often called a "non-renewal notice" or "plan termination notice" — to every member of a plan that will not be offered the next year. In Portland, those letters generally arrive in late September or early October 2026, before the Annual Enrollment Period opens on October 15.
The letter will say, in plain language, that your current plan will end on December 31, 2026 and that you will need to make another choice. Hold on to it. You may need to show it to a new plan or to a Medigap insurer to prove you qualify for a special enrollment right.
If you are not sure whether you got one, check the big envelope your plan sent recently (the Annual Notice of Change, or ANOC), look at any separate letter from the carrier, or call the member services number on the back of your plan card.
The Portland-area plans not returning in 2027
The table on this page lists every 2026 Multnomah County Medicare Advantage plan that is not in the CMS 2027 file for the county. By carrier, in alphabetical order, those plans are:
- Aetna (CVS Health): Aetna Medicare Eagle (PPO); Aetna Medicare Signature (PPO)
- Centene (WellCare): Wellcare Dual Access (HMO-POS D-SNP); Wellcare Dual Reserve (HMO-POS D-SNP); Wellcare Simple (HMO-POS); Wellcare Simple Open (PPO)
- Devoted Health: DEVOTED GIVEBACK 004 OR (HMO)
- HealthSpring: HealthSpring Preferred (HMO); HealthSpring True Choice (PPO)
- PacificSource Medicare: PacificSource Medicare MyCare Choice 30 (HMO-POS); PacificSource Medicare MyCare Rx 40 (HMO)
- Providence Medicare Advantage Plans: Providence Medicare Dual Plus (HMO D-SNP); Providence Medicare Extra + Rx (HMO); Providence Medicare Focus Medical (HMO); Providence Medicare Prime + Rx (HMO); Providence Medicare Reverence (HMO-POS)
- UnitedHealthcare: AARP Medicare Advantage Essentials from UHC OR-4 (HMO-POS); AARP Medicare Advantage from UHC OR-0003 (HMO-POS)
A carrier appearing on this list does not mean the carrier is leaving the area. Several of these insurers will still offer other Medicare Advantage plans in Multnomah County in 2027. Overall, CMS shows 45 Medicare Advantage plans from 10 carriers offered in the county for 2027.
What happens if you do nothing
For most Medicare Advantage members, "doing nothing" during the Annual Enrollment Period means your current plan renews January 1 with the changes described in the ANOC. For people in a non-renewing plan, "doing nothing" means something different.
If your plan is on the list above and you do not pick a new plan by December 31, 2026, you will automatically go back to Original Medicare (Part A and Part B) on January 1, 2027. Original Medicare does not include prescription drug coverage, so you would have no Part D plan unless you choose one. You also would not have the extra benefits — such as dental or vision — that come packaged with a Medicare Advantage plan.
You can still see any doctor or hospital in the country that takes Medicare, which some people prefer. But without a Medigap policy or a Part D plan, your out-of-pocket costs for care and prescriptions can look very different from what you are used to.
Your choices and your Special Enrollment Period
Because your plan is ending through no action of your own, Medicare gives you a Special Enrollment Period (SEP) that is wider than the standard calendar. For a non-renewal, that SEP runs from December 8, 2026 through the end of February 2027. During it, you can:
- Pick another Medicare Advantage plan offered in Multnomah County for 2027 (with or without drug coverage, depending on the plan).
- Return to Original Medicare and add a stand-alone Part D plan for prescriptions.
- Return to Original Medicare and apply for a Medigap (Medicare Supplement) policy. Federal rules give people in a non-renewed Medicare Advantage plan a guaranteed-issue right to buy certain Medigap plans without medical underwriting, within set time limits. Oregon has its own additional Medigap protections; the Oregon Division of Financial Regulation can explain how state rules work alongside the federal right.
You can still use the regular Annual Enrollment Period (October 15 – December 7, 2026) to pick a new plan too — in fact, enrolling before December 7 is the cleanest way to make sure your new coverage is in place on January 1 with no gap.
A few 2027 numbers worth knowing
When you compare plans, these program-level figures help you read the fine print:
- The Part D out-of-pocket cap is $2,400 in 2027 (up from $2,100 in 2026).
- The Part D maximum deductible is $700 in 2027 (up from $615 in 2026).
- The Part D national base beneficiary premium for 2027 is $41.33 — it is a formula input, not what any specific plan will charge.
- The 2027 Part B standard premium and deductible, and the 2027 IRMAA income brackets, have not been announced yet. CMS usually publishes them in November.
The Medicare Prescription Payment Plan, which lets you spread drug costs across the year in monthly installments, continues to be available.
