PHILADELPHIA — As the Annual Enrollment Period opens on October 15, 2026, the Medicare Advantage menu in Philadelphia County is shifting again. Twelve plans sold here in 2026 will not return for 2027, thirteen new ones are joining the lineup, and nine others are keeping the same contract but trading in their old names. For anyone in the city who gets a thick envelope from an insurer this fall, those three categories explain most of what is inside.

The 2027 lineup, by the numbers

Philadelphia sits inside Philadelphia County, and Medicare plan availability is set at the county level. For 2026, the county's menu includes 97 Medicare Advantage plans from 17 carriers — 42 HMOs, 18 HMO-POS plans, 36 PPOs, and 1 PFFS plan, with 31 of those being Special Needs Plans. All 97 include prescription drug coverage.

For 2027, 76 of those plans continue, 12 are not returning, and 13 new plans are joining. CMS also flags about 30 plans as changing on premium, deductible, type or name — the kind of detail that always lives in the plan's own Annual Notice of Change.

The 12 plans not returning for 2027

If you are enrolled in one of these for 2026, it will not be offered in 2027. The non-renewing plans are, in alphabetical order by carrier:

The 13 plans new for 2027

New entries sometimes come from carriers already in the market, sometimes from a plan being reshaped and relaunched. Here is what Philadelphia County shoppers will see for the first time this fall:

Several of these are Special Needs Plans — for people with Medicaid (D-SNP), with certain chronic conditions (C-SNP), or living in an institution (I-SNP). Those are not for everyone; eligibility rules apply.

The nine plans with a new name

A rename is not a new plan — it is the same contract with a different label on the front page. If you see your plan under a different name in your mail, this list is probably why:

Who else is in the market

Beyond the carriers in the lists above, Philadelphia County shoppers also have options from Blue Cross Blue Shield (HCSC), Clover Health, Geisinger Gold, Highmark Blue Cross Blue Shield (and Highmark Blue Shield), Highmark Wholecare Medicare Assured, Perennial Advantage, UPMC for Life Complete Care, and VISTA Health Plan Inc. If your plan is on the "leaving" list

A non-renewal triggers a Special Enrollment Period. In short:

If you also want a Medigap (Medicare Supplement) policy after returning to Original Medicare, special "guaranteed issue" rights may apply because your plan is non-renewing. Those rules are federal, and your state insurance department can help with the Pennsylvania details.

What else is changing for 2027

A few program-level numbers are already set for 2027:

The 2027 Part B standard premium and deductible, and the IRMAA income brackets, are set to be published by CMS later this fall, usually in November. We will update coverage when those numbers are official. The coverage gap, or "donut hole," remains gone — Part D has three phases now — and the optional Medicare Prescription Payment Plan is still available if you want to spread your drug costs evenly across the year.
