New plans are worth a careful look, but they come with a wrinkle: because they did not exist in 2026, they do not yet have a Star Rating or a local track record. That makes a side-by-side check against your own doctors and prescriptions the single most useful thing you can do before the December 7 deadline.

What plan types and Special Needs Plans are among the new ones?
Of the 28 new 2027 plans in Orange County, most are HMOs, with a few HMO-POS plans and no new PPOs. More than half are Special Needs Plans — all of the Chronic Condition SNP variety (C-SNP) in this group — which are limited to people who meet specific eligibility rules.
C-SNPs are designed for people living with certain chronic conditions, such as diabetes, cardiovascular disease, chronic lung disorders or end-stage renal disease. If you do not have a qualifying condition, you are not eligible to enroll in a C-SNP, even if it appears on your Plan Finder results. Every new plan on the list above includes Part D drug coverage.
How is a brand-new plan different from one that is renewing?
A new plan is one CMS has approved for 2027 that was not sold in Orange County in 2026. It will not have a Medicare Star Rating assigned yet, because Star Ratings are built from past performance data — claims, appeals, member surveys and quality measures — that a brand-new plan has not yet generated. CMS treats this as a neutral fact, and so should you: a missing rating is not a warning sign, and it is not a selling point.
A renewing plan, by contrast, carries its history forward. It has a Star Rating, a known provider directory, a known formulary and a track record you can read about. If you are already enrolled in a plan that is returning for 2027, your carrier is required to send you an Annual Notice of Change (ANOC) by late September describing what is different next year — premium, copays, drug tier placement, the provider network and extra benefits.

The Annual Enrollment Period runs October 15 through December 7, 2026. A change you make in that window takes effect January 1, 2027. If you do nothing and your current plan is offered again next year, you stay in it — with whatever 2027 changes the ANOC describes.
Confirmed 2027 figures from CMS: the Part D out-of-pocket cap rises to $2,400 (from $2,100 in 2026), and the Part D maximum deductible rises to $700 (from $615 in 2026).
