LOS ANGELES — When the Annual Enrollment Period opens Oct. 15, 2026, shoppers in Los Angeles County will see 26 Medicare Advantage plans that were not on the shelf for 2026. They sit beside dozens of returning plans in the same Plan Finder results, and from the outside they can look identical. The difference is that a brand-new plan has no track record yet — no prior Star Rating, no year of member experience, no familiar provider directory you may have checked last fall.
That is not a reason to avoid them. It is a reason to look a little closer before you enroll, and to finish that look before the Dec. 7, 2026 deadline.
What "new for 2027" actually means
Los Angeles is in Los Angeles County, where plan availability is set at the county level. CMS's Landscape Source Files show 26 Medicare Advantage plans available for 2027 that were not available for 2026. All 26 include Part D drug coverage. The full list — along with every renewing and renamed plan — appears in the table on this page.
By carrier, the new plans break down this way: Aetna (CVS Health) (2), Alignment Health Plan (5), Astiva Health (2), Blue Shield of California (2), Centene (WellCare) (1), Champion Heath Plan (3), Clever Care Health Plan (2), Humana (1), Imperial Health Plan of California, Inc. (1), SCAN Health Plan (5), UnitedHealthcare (1), and VillageHealth (1).
Several are standard HMO or PPO plans. Many are Special Needs Plans (SNPs) — these are plans built for people with specific health conditions (C-SNP), people who have both Medicare and Medi-Cal (D-SNP), or people who live in an institutional setting or need that level of care at home (I-SNP). You generally have to qualify to join one.

How a new plan differs from a renewing one
A renewing plan has history. It has a Star Rating from CMS, built from the plan's own prior-year performance on things like customer service, member complaints, chronic-care management and drug safety. It has a formulary and a network that members have been using, so word-of-mouth exists. And if you are already in it, your Annual Notice of Change (ANOC) — mailed by late September — tells you exactly what is changing for 2027.
A new plan has none of that yet. It has a Summary of Benefits, an Evidence of Coverage, a provider directory and a formulary — all for 2027 — but no prior year to compare against. CMS generally does not publish a Star Rating until a plan has enough performance data, which is simply how the rating system works. It is not a mark against the plan; it just means the usual shortcut of "glance at the stars" is not available.
So the work shifts to you: check the plan documents directly, instead of relying on a rating.
How to vet one before Dec. 7
Four steps, in order:
1. Pull up the plan on Medicare's Plan Finder. Go to medicare.gov/plan-compare, enter your ZIP code, and filter to Medicare Advantage. New 2027 plans will appear alongside returning ones.
2. Check your prescriptions against the 2027 formulary. Enter each drug you take, with the dose. Plan Finder will show whether it is covered, what tier it is on, and whether there are coverage rules like prior authorization. Confirm the pharmacy you actually use is in-network.
3. Check your doctors against the 2027 provider directory. Call the doctor's office and ask whether they will be in-network for the specific plan next year — not just "the carrier." Networks vary by plan, and the 2026 directory is not the 2027 directory. For hospitals and specialists you rely on, do the same.
4. Read the Summary of Benefits. Pay attention to the plan type (HMO, HMO-POS, PPO, or an SNP variant), referral rules, the Part D drug stages, and the maximum out-of-pocket limit. If you qualify for an SNP, confirm you meet the eligibility rules.
If something is unclear, 1-800-MEDICARE (TTY 1-877-486-2048) is available 24/7, and the carrier's member services line can answer plan-specific questions.
What's set for 2027 — and what isn't
A few program-level numbers for 2027 are already confirmed by CMS: the Part D out-of-pocket cap rises to $2,400 (from $2,100 in 2026), and the Part D maximum deductible rises to $700 (from $615 in 2026). The Part D national base beneficiary premium is $41.33 for 2027; that is a formula input, not what any particular plan charges.
The 2027 Part B standard premium and deductible, and the 2027 IRMAA income brackets, had not been announced as of early fall 2026. CMS typically publishes those in November. If an income-related surcharge affects you, it is worth waiting for the official numbers before locking in a decision.
