What the statewide numbers mean
CMS publishes a Landscape Source File for each plan year. Comparing the 2026 and 2027 files side by side shows Oregon dropping from 101 Medicare Advantage plans to 95. Within that, CMS counts a plan as "leaving" if it was offered somewhere in Oregon for 2026 and nowhere in Oregon for 2027 — 31 plans fit that definition. A plan is counted as "changing" if it is offered both years but differs on premium, drug deductible, plan type, or plan name in at least one county; 40 plans fit that definition. Another 30 are continuing unchanged, and 25 are new for 2027. Each plan is counted once statewide, no matter how many counties it serves.
Two carriers listed in the 2026 file have no Oregon plans in the 2027 file: HealthSpring and Providence Medicare Advantage Plans. One carrier is new to Oregon for 2027: SCAN Health Plan.
If your plan is leaving
If your current Medicare Advantage plan is one of the 31 that will not be offered anywhere in Oregon for 2027, your plan sponsor is required to send a non-renewal notice. You will qualify for a Special Enrollment Period that runs through the end of February, which gives you time past the December 7 deadline to pick a new Medicare Advantage plan or move to Original Medicare with or without a stand-alone Part D plan.
If you do nothing, a non-renewing plan does not roll you into a replacement. Coverage under that plan ends, so it is worth opening the mail from your carrier and either acting during the Annual Enrollment Period (October 15 – December 7, 2026) or using the Special Enrollment Period afterward.
If your plan is changing
If your plan is one of the 40 that continues into 2027 with a change in at least one county, the specifics are in your Annual Notice of Change, or ANOC. Carriers mail the ANOC in September. It is the official document that spells out what is different for the coming plan year compared with the current one.
A member who does nothing stays enrolled in a renewing plan with the changes described in the ANOC taking effect January 1, 2027. That is a legitimate choice — but it should be an informed one. Read the ANOC with your prescriptions, your doctors, and your pharmacy in mind, and compare against other plans in Plan Finder at Medicare.gov if anything in the notice matters to you.

CMS's county-level view shows 30 of Oregon's 31 counties see at least one plan leave or change for 2027. The counties with the largest counts in the files are:
