KANSAS CITY, Mo. — As the Annual Enrollment Period opens on October 15, 2026, the Medicare Advantage menu in Jackson County is shifting in a few notable ways for 2027: a dozen plans are new, 11 are leaving, and one carrier — Blue Cross Blue Shield (HCSC) — will not be offering Advantage plans here next year. The window to make a change for January 1, 2027 coverage closes December 7, 2026.

What the 2027 lineup looks like in Jackson County

Kansas City sits in Jackson County, where CMS counts 64 Medicare Advantage plans from 9 carriers for the current plan year. The mix leans toward PPO (23) and HMO (21), with 18 HMO-POS plans and 2 PFFS plans. Of those, 28 are Special Needs Plans — designed for people who are dual-eligible for Medicare and Medicaid, live with certain chronic conditions, or live in an institutional setting. All 64 include prescription drug coverage.

The nine carriers currently selling Advantage plans in the county are Aetna (CVS Health), American Health Advantage of Missouri, Blue Cross Blue Shield (HCSC), Centene (WellCare), Devoted Health, Humana, NHC Advantage, Provider Partners Health Plans, and UnitedHealthcare. What's new for 2027

Twelve plans join the Jackson County menu for 2027. Aetna (CVS Health) adds four: Aetna Medicare Enhanced (HMO-POS), Aetna Medicare Full Dual Extra Care (HMO D-SNP), Aetna Medicare Longevity (HMO I-SNP), and Aetna Medicare Signature (PPO). Devoted Health adds four PPO options: DEVOTED C-SNP CHOICE GIVEBACK EXTRAS 026 MO (PPO C-SNP), DEVOTED CHOICE 001 MO (PPO), DEVOTED CHOICE GIVEBACK 002 MO (PPO), and DEVOTED CHOICE GIVEBACK EXTRAS 005 MO (PPO). Provider Partners Health Plans returns two institutional SNPs — Provider Partners Missouri Community Plan (HMO I-SNP) and Provider Partners Missouri Essential Plan (HMO I-SNP). UnitedHealthcare adds UHC Dual Advantage MO-V1 (HMO-POS D-SNP) and UHC Dual Complete MO-S3 (HMO-POS D-SNP).

What's not coming back

Eleven plans are leaving the Jackson County market after 2026:

Blue Cross Blue Shield (HCSC) is leaving the Advantage market in the county entirely; its three HealthSpring plans account for the carrier exit. If you are enrolled in any plan on this list, you will get a non-renewal notice from your insurer. You will not lose Medicare — but your Advantage plan will not exist for 2027, so you'll need to pick something else or return to Original Medicare.

If your plan is leaving: your Special Enrollment Period

When a plan is non-renewed, CMS gives affected members a Special Enrollment Period that runs from December 8, 2026 through the end of February 2027. During that window you can join a different Medicare Advantage plan, or go back to Original Medicare and add a stand-alone Part D plan. You can also use the regular Annual Enrollment Period (October 15 – December 7, 2026) to choose a 2027 plan ahead of time.

If you want to pair Original Medicare with a Medigap policy, be aware that Medigap guaranteed-issue rights in this situation are limited and time-sensitive. Call 1-800-MEDICARE for the specifics that apply to you.

Renamed and continuing plans

CMS counts 16 plans with a name change for 2027, 20 plans with a change to premium, deductible, type or name, and 37 plans continuing without those changes. A rename is not a new plan — it is the same contract with a different label. For example, Aetna Medicare Signature (PPO) is now Aetna Medicare Signature Classic (PPO); several Humana plans drop their contract-number suffixes; and the Wellcare "Dual Access" and "Dual Reserve" plans are now branded "Wellcare Home State Health Dual Access" and "Wellcare Home State Health Dual Reserve."

Whether your plan is continuing, renamed or changing, the single most important document to read is your Annual Notice of Change (ANOC). It arrives by the end of September and spells out what is different for 2027.

What is confirmed for 2027 — and what isn't

CMS has confirmed a few program-level numbers for the 2027 plan year:

The 2027 Part B standard premium and deductible, and the 2027 IRMAA income brackets, have not yet been announced. CMS typically publishes them in the fall, usually in November.
